The HAND Award recognizes affordable housing projects that demonstrate excellence in design, construction, and management. It celebrates the efforts of all those involved in providing affordable housing options to our communities.
Both Tonya Trotman, the Regional Manager, and Kiona, the Property Manager, deserve our congratulations for their leadership and management skills. They have led their team through the project’s various stages, ensuring that everything runs smoothly and efficiently.
We also want to congratulate our Outreach Associate, Courtney Blake, for playing a significant role in exemplifying Habitat America values while working at the site. The Housing Authority of the City of Frederick (HACF) has been recognized for its exceptional work in affordable housing preservation. A ceremony hosted by the Maryland Department of Housing and Community Development (DHCD), HACF was presented with the prestigious Excellence in Affordable Housing Preservation award for their development, Catoctin View.
This esteemed recognition celebrates HACF’s outstanding efforts in developing Catoctin View, an affordable housing community located at 800 Motter Ave in Frederick, Maryland. The award was presented to E. Kevin Lollar, Executive Director, and Angie Lollar, Director of Economic Development for HACF, by Maryland DHCD Secretary Jake Day and Assistant Secretary Greg Hare.
In addition to this prestigious award, Catoctin View and the dedicated development team have garnered several other notable accolades. The 2022 Frederick County Building Industry Association Awards of Excellence recognized Miner Feinstein Architects for their outstanding work in the category of Best Multi-Family Remodel. This acknowledgment further exemplifies the commitment to excellence exhibited throughout the development process.
Moreover, Catoctin View has achieved the Enterprise Green Communities Certification. This certification recognizes properties that are designed and developed with a focus on sustainability and environmental responsibility. By meeting the criteria set forth by Enterprise Green Communities (EGC), Catoctin View promotes a healthier environment through reduced resource consumption, waste generation, and the use of fewer toxic materials.

We are very excited to announce that Caprice Fitchett and Joan Neff have recently been promoted to Senior Regional Property Manager!
Caprice first joined us in May 2003 and was promoted to Regional Property Manager in June 2011. She has a wealth of knowledge in the management world, is our eyes and ears on the Eastern Shore, and a proven asset to Habitat America! She is very busy these days with a major renovation and a full portfolio. We look forward to many more years with Caprice and utilizing her diverse talents as we continue to grow!
Joan first joined us in July 2005 and was promoted to Regional Property Manager in May 2013. Over the years Joan has worked on many communities and with multiple owners. She has built a strong rapport with each, facilitating an increased confidence in Habitat, helping us to evolve and grow! Joan continues to oversee a challenging portfolio of properties and will assist us as we take on additional communities in 2023. We are very confident that Joan’s wealth of industry experience and management style will only lead to her growth and further achievements!

On behalf of the entire Habitat America team, we are reaching out to assure you that the safety and well-being of our residents, visitors and employees remain our highest priority.
We are closely monitoring the coronavirus (COVID-19) situation, including guidance from medical professionals, the Centers for Disease Control (CDC), the World Health Organization (WHO), and other health authorities.
We would like to share a couple of updates that might help you to feel at ease during these uncertain times.
First, we have put in place guidance for all our team members detailing how to protect against transmission of the virus, including hand-washing protocols and enhanced cleaning of high-touch areas at our properties. We will continue monitoring coronavirus (COVID-19) updates and will respond based on the advice of public health authorities.
Second, we want to remind our residents and visitors of various contactless methods to interact with us and the management office. We’d like to encourage our residents to use rental payments through accounts on Rent Cafe as well as WIPs payments at communities where available.
In addition, residents and visitors can call the management office phone number, where our team would be happy to assist. Email is also available.

SILVER SPRING, MD – December 3, 2019 – Willow Manor at Fairland Senior Apartments, a new senior apartment community conveniently located off Route 29 in Silver Spring, is nearing completion of a new, 121-unit residential building. The leasing team is taking inquiries for an expected opening in April 2020.
Willow Manor at Fairland will offer a mix of affordable and market-rate one- and two- bedroom apartments for seniors, as well as an abundance of amenities including a fitness center, wellness room, arts and crafts studio, billiards room, library, and community room with fireplace. In addition, a dynamic calendar of social events and activities will be planned for residents’ enjoyment. The thoughtfully designed apartment homes will feature walk-in closets, granite counter tops, upgraded kitchen cabinets and designer appliances, washer and dryer in each unit, and different floor plans to contribute to an active, healthy lifestyle. Willow Manor at Fairland is conveniently located near grocery stores, restaurants, county run health club facilities, a county senior center and public library, and places of worship.
Sixty-one of the 121 apartments will be reserved as affordable housing units based on household income, include six apartments available to households at or below 30% of area median income. Handicap accessible apartments will also be available.
Willow Manor at Fairland is being developed by Jeffrey Kirby and Patrick Byrne under the KB Companies, Inc. corporation. Jeffrey Kirby and Patrick Byrne specialize in owning and operating affordable senior housing in the Baltimore/Washington, DC area. The community will be professionally managed by Habitat America, LLC, an experienced property management company based out of Annapolis that has served the mid-Atlantic region for over 30 years.
